Well, the line of code is

cpp_define=`echo $OIDSFILE | tr abcdefghijklmnopqrstuvwxyz 
ABCDEFGHIJKLMNOPQRSTUVWXYZ | sed -e 's/[^A-Z]/_/g'`

so it ought to be pretty obvious what the correct solution for the
problem "character ranges are locale-dependent" is.
