Reading the OS/2 command reference, it says that TZ has three
parts: XXXCYYY. XXX - is the timezone name, C is the increment from UTC
time, and YYY is the name of summertime.
Ommiting the name of summertime (TZ=AST4), pgsql returned the
correct select.
