I fired up MS-Access 97SR1, just to see, and here's one result:

SELECT Institution.InstitutionName, InstituteAssignment.PersonID FROM
Institution LEFT JOIN InstituteAssignment ON Institution.InstID =
InstituteAssignment.InstID;

I'm surprised: looks pretty standard, to me.
