Uh-oh. That's my first 'gotcha' in PostgreSQL.

I added the following constraints:

ALTER TABLE relation_citations
    ADD CONSTRAINT unique_relation_citation_id UNIQUE (citation_id);

ALTER TABLE event_citations
    ADD CONSTRAINT unique_event_citation_id UNIQUE (citation_id);

And I hope that will be sufficient.
