Hmm, I didn't expect this. I guess I assumed de_DE was an alias for the Latin1- or Latin9- encoded locale, but it seems your system uses it as an alias for the UTF-8 encoded one. So my initial comment seems to be wrong as well. Please paste the output of the "locale" command.
