Windows "network neighborhood" networking uses the SMB protocol. Sometimes this goes over IPX, in which case you should install the TCP/IP protocol on the windows boxen. In these days of the 'net though they're probably already configured to do TCP/IP. The samba package for linux lets you run an SMB server on linux (like epsilon) and smbclient (plus various graphical frontends) let you browse SMB servers.
