Mark, I am new to this list, but here are my opinons. If you are talking about diagrams (UML, flow, DB design, etc) why not use Dia. It does a great job.
For actual graphics why not just use PNG or JPG files, that way no one really cares what is used to create them. For screen layouts it might be easiest to use Gnome's Glade. It makes screen layouts easy and you could just send the XML files. I know the widgets would not match exactly, but it would give the general idea. Just my thoughts.
