This behavior is intentional. When a popup contains any widget that can accelt
keyboard input, the popup will not overlap toolbars and the toolbars will still
be usable. This is to facilitate using the onscreen keyboard to input text into
popup boxes.

If you need to override this behavior, i was planning on adding a flag to
control whether a popup is placed in this "non-toolbar area" or not.
