The PG_WP_SCROLL_Y property and the scroll widget can be a little confusing... the PG_WP_SCROLL_Y property sets the scroll position of the widget itself, which isn't what you want for the scroll bar. (You want to set the scroll position of whatever the scroll widget is attached to.) The best solution is to set the PG_WP_VALUE property of the scroll widget, this should work.
