The stale lock has been removed. I got the following response from the sourceforge 
staff:

The SourceForge.net team is currently in the process of 
investigating this, and similar, issues related to
server-side use of 'vi'.  In the interim, you may wish to
specify your commit messages on the command line, i.e. -m
"This is my commit message."

All stale locks have now been cleared from your repository.   
Should we find fault in the CVS services of SF.net, a
comment will be posted to the Site Status page when that
issue is identified, and again when that issue is resolved. 
 Should you have further questions or concerns regarding
this matter, please submit a new support request.
