I dug this out of my personal email archives and posted it on the patch
tracker at sourceforge:

Note that I have not tested this myself, so I have no idea whether it
works or not. Also note that it should be possible to run picogui on win32
without using cygwin with a little tweaking, since the network code has
been ported to windows already and the video is done via SDL. Nobody has
tried this in quite a long time though.
