No, it's not released.
But we value continuous integration, and non regression on a set of
supported package.
And Fuel is one of the supported packages (
http://build.squeak.org/job/ExternalPackage-Fuel/)

As I see it, Squeak trunk evolutions that break supported package deserve
support from Squeak developers.
So the idea would be to open a new compatibility version and grant some
rights to interested developpers, at least in inbox.
