I like the on-tool-setting-that-disappears-after-first-use idea, and users will 
be familiar with it, because most software that collects data, as the last step 
of installation, pops up a dialog asking the user to participate.

It’s a systems psychology problem - we want people to participate without 
forcing/tricking them. If it’s "just another setting" in the settings browser, 
even the first in the GT group, they will likely gloss over it and 
participation will be low. If it’s always right on the front of the tool, it 
could disrupt the uniformity of the UI. So we need a notification that is both 
temporary and stands out so users can’t miss it.
