[Pharo-dev] moved Rubric and Bloc to Pharo from PharoExtras

Hi,

I moved Rubric and Bloc to Pharo, deleted the projects from PharoExtras and
updated the Moose configurations.
If you give me access to the CI build for Bloc I can also updated it.
