URI is uniform resource identifier - http://, file://, etc...
so using those are platform independent from a filename perspective:
file:///C/temp/foo.bar (window: C:\temp\foo.bar)
file:///Users/brian/foo.bar (unix: /Users/brian/foo.bar)
