- Issue 1510: New setting implementation
* a setting declaration is now implemented with a builder passed
as argument
* migration of several preferences
* add Tools-SystemSettings and FreeType-SystemSettings as first
system settings user interface specific packages
In order to browse current set of settings:
SystemSettingBrowser open
In the browser, cmd-b on selected row should open a class browser
on the selected setting declaration method
