I see to options: 1) create an issue and describe with text how to load both packages and the order. 2) Load in your image those packages and prepare a Slice package with WEbClient packages as required packages. Then commit that slice to PharoInbox. For 2) notice that there is a new button "Slice" in the Monticello Browser.
