The solution is probably in the kernel to have

cannotReturn: result

        closureOrNil notNil ifTrue:
                [^self cannotReturn: result to: self home sender].

then when toolset is loaded to have

cannotReturn: result

        closureOrNil notNil ifTrue:
                [^self cannotReturn: result to: self home sender].
