indeed in 1.4 it was 

initialize
        "LanguageEnvironment initialize"

        Smalltalk addToStartUpList: LanguageEnvironment after: FileDirectory.
        Smalltalk addToStartUpList: FileDirectory after: LanguageEnvironment.

so this means that the initialize method is not invoked since some years… :)

Probably that the language environment needs to be after FileDirectory because 
it should load some files.
