At some point last year the plan was to do both. Ensure a 1-to-1 mapping between RPackage and MCPackages and a 1-to-1 mapping between RPackage tags and categories. Then we remove categories (and mcpackages, although it is hard to force monticello to rely on rpackage in a backward compatible way).
