The browser shipped with 1.4 is very minimal (it is the old SystemBrowser).
This is unfortunate, but there was not any real alternative...
You can load though better browsers:
1) OB. In the Configuration Browser there is a configuration to load it
(this is the browser form 1.3 full)
2) Natilus. This is the browser we will ship by default in the future.
You can load it yourself (There is a config in the Configuration browser).
2.0 will come with Nautilus by default.

But keep in mind that this is under heavy development.
