That is very perceptive of you, According to LFTD, there were approx. 19,000 
Outside Horn Victors sold between 1921 and 1926. Overall during its run 
1913-1925, there were 19,000 Victor XXV's sold. Now certainly during the 
period of 1913-1920 many of the 19,000 School house Victors were sold, so I 
believe it is safe to assume that of the 19000 outside horn machines sold 
between 1921 and 1926, this number also included many of the other outside 
horn models that were still on inventory in the Victor Warehouse, unless 
someone else has another theory. The statistics I was quoting had the 
heading "Sales by Class of Product", not production by Class of product.
