Hi Steve,
 
Your first example is certainly just a cobble job with a Chinese (modern)  
horn.  Someone stuck a Victor decal on it and boogered it up to look  old.  
Everythings wrong on that one.
The second example is a true VV IVa without slats.  They apparently  were 
made that way for a while.  The reproducer is wrong.  The  original appears on 
page 103 of the Victor Data Book.
