I got a delayed bounce notice back from Tom Hawthorn's email provider when I replied to a note i got from him the other day - can anyone please let me know the correct address...or Tom, if you're reading this, please look into the situation?

I strongly suspect this was someone's recording machine- the precision adjustments and quick release on the carrier arm & the leveling adjustments on the front edge are impressive- possibly to make recordings with different cutting depths.
