Well, hello there curious mind! Kurt is a very close friend, and I am sure he meant that if cylinders are both cracked and moldy, they are not too likely to be worth restoration.
The restoration I have been doing for many years is for collectors, museums, National libraries, etc. who have cracked or broken cylinders which are very important to them and which when reassembled and restored, will indeed play again. A minimal amount of mold on a unique or irreplaceable cylinder in cracked or broken condition is still worth restoration if it can be rendered playable again. In the final analysis, it is the choice of the owner if a cylinder is worthy of restoration. The method involves no adhesives of any kind. It involves meticulous application of heat and introduction of special custom waxes to replace any missing micro-structure.
