This is real. You have to search around on ebay to find the spot. Under "account" I found a site which said to first check ANY site to see if they're using a safer NEWER protocol, BEFORE you change passwords.

The delayed notification implies that there is no evidence of bulk loss
of data. Some unauthorized individual accessed the database. You are
supposed to change all passwords at least monthly anyway and use a
different one on each site. <-- this will happen when elephants fly and
the sun rises in the west.

Go to My Ebay Summary page where your watched items show up. Click on
Account which is below the My eBay: Summary followed by your user name.
The in account you can change the password.

I have just done the same with Paypal and couldn't find out how to change my
pass word.
I went out of Paypal and started again with just listing my email address
and then ticked the box to say I didn't remember my pass word and they sent
me the two questions and after answering them I was able to log in and
changed my pass word.
