These all seems good ideas of pieces we might need. But for proposal, I'm really expecting much more detailed contents, some schedule planning, etc... see some examples from last year [1].. and note that we only have till Friday to have these proposals ready. BTW, have you run the current photArk application and understand what and how things are working today ?
