How about using JCR/ Apache Jackrabbit to persist the photos and metadata ( tags, etc...)? It is supposed to abstract the actual storage (filesystem, database, etc...) and i think it would shorten the time needed to develop the admin area...
Im thinking about doing an JCR implementation of the components. Would it be
