Ok, after deleting my local maven repo i was able to reproduce the
problem. It looks like the deployed Tuscany SNAPSHOTs have some issues
and I need to deploy new ones, but first I need to get someone to fix
the permissions on the repository... this might take me a day or so to
get it fixed....  let me see if I can find any other workaround... or
try to move back to latest Tuscany release.
