I think this will drastically improve the efficiency of decision-making in
photark.

At least this will be better than private chat :)

Its true someone might not be able to participate in conversations because
of the time difference,
but we can overcome this by sending a summery report with the decisions made
during the conversation.
If someone has any doubts he also can always read through the IRC archive
and send his reply to the summery report mail with +1 , -1 etc or can call
another meeting for further discussions.
