Bug description:  parameter seperator for url rewriting not w3c compliant

When enabling url rewriting with sessions, the paramter seperator used for
seperating the SID= from other parameteres in the uri is not w3c
compliant.

PHP uses & (&) for seperating the SID= from other paramters in an URI,
w3c states (and they are so right) that this character is used for
entities like &. It could let to some hard to find errors in future
browsers when they parse it like so.

I suggest php uses the ; for parameter seperation as the standards from
w3c state.
