This is not a bug. There is an option with which this
can be handled. Ask your hosting company to use it.

You can change this with arg_separator.output ini directive.
>From php.ini-dist:
; The separator used in PHP generated URLs to separate arguments.
; Default is "&".
;arg_separator.output = "&"
(you should also update to PHP 4.1.1)
