PHP Bug Type: Date/time related
Bug description: strtotime with CEST timezone set returns -1
date("Y-m-d H:i:s T") returns "2002-04-05 17:12:37 CEST"
strtotime("2002-04-05 17:12:37 CEST") return -1
Perhaps a duplicate bug of #16429
