It's not a bug, read this from the manual page:
Note: Not all conversion specifiers may be supported by your C
library, in which case they will not be supported by PHP's strftime().
Win2K just doesn't implement it... (blame MS :)

echo strftime ('%T') prints nothing - this is probably connected with
#15584 bug.
