PHP Bug Type: Apache2 related
Bug description: Always insert charset=ISO-8859-1, when content-type: text/plain

When I give header "Content-type: text/plain" without charset php always
inserts "charset=ISO-8859-1"

changing default_charset in php.ini does not help.
