Having similar problem on Windows XP Pro:
Apache 2.2.8
PHP 5.2.5
OpenSSL 0.9.8g
In my case the connectiion works once, then fails on the next
connection attempt. I then have to restart apache because the
soapserver becomes completely unresponsive.

I have the same problem here. It's all served by an actual xampp
installation on win2k servers.
The constructor is able to retrive the document per http and local file
acess.
The https case procuses after a timeout minute following warning and
not shown followup errors:
