The returned data is perfectly correct. From 1944 until 1981 Tallinn
used Moscow time with Daylight Savings Time.

Sorry class is DateTime not Time. Same issue with date('c', giventime)

On some dates timezone goes wrong. Big problem for me - can't go on
whith my work!!!
