Bug description: GD Error?

I've tried on three machines with separate installations of PHP but i keep
getting the same issue, GD2 doesn't work.
The extension is uncommented in PHP.ini but the functions still don't work
and phpinfo produces "--without-gd".
I assume the only way to fix that would be compile to PHP source? because
i don't know of a Configure command usable on Windows XP.
