Bug description: works in command line but not in browser

I am writing a script to change an interface's IP address. When I run the
following script:

system('ifconfig eth0 192.168.1.10 netmask 255.255.255.0');
system('ifconfig eth0');
?>
In the command line, it works. But when I go to my web browser (either
Firefox or Internet Explorer) it doesn't change the ip address - it does
execute the second system command.
