Bug description:  XML Constant Notices followed by crash

Description:

Calling php -v gives about 25 notices like
PHP Notice:  Constant XML_ELEMENT_NODE already defined in Unknown on line
0 
followed by correct version message
and then a Windows crash report.
I have the Windows report file if you need it.
php5ts.dll and ext/php_domxml.dll were installed by the Windows installer
Error signature below.
