Bug description: mb_convert_case with MB_CASE_TITLE should be improved
Description:

mb_convert_case with MB_CASE_TITLE capitalises the 's' after an
apostrophe.
mb_convert_case with MB_CASE_TITLE capitalises the 't' after a
number.
Reproduce code:

MB_CASE_TITLE);
