I am experiencing this too, on a WAMP install. PHP version is 5.2.6.
Here is a sample of the session ID, it has 26 characters and the full
alphabet is used: 92hj7ncq31s27jg27o5tv90gm0 (notice only small
letters).  I think the explanation is that if you look at phpinfo to
inspect the php.ini settings, session.hash_bits_per_character is set to
5 rather than the default of 4. See the explanation in php.ini.
