ZipArchive::OVERWRITE flag has no effect. Even if the flag is passed to
ZipArchive::open method new files seem to be appended rather than overwrite
the existing files.
Reproduce code:

$res = $zip->open($File, ZipArchive::CREATE);

$zip->close();
