Set your PATH correctly and it will find it. We can't control what will happen before we get the hand. If the first Oracle in %path% is of version 9 or less, extension is enabled, but it does not work. IMO, 'php_oci8.dll' should be modified to read the location of 'oci.dll' from 'php.ini' file, where user should set it.
