I am sorry, but if you mind Bug #48091 it hasn't resolution neither.
Also it has 'bogus' status too.

If you mean bug #48091, it also hasn't been resolved yet. it has
'bogus' status.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

The difference in strtotime() output in different PHP versions on
Windows XP SP3 and CentOS.

Reproduce code:
---------------
$start_date = '2009-04-16'; // thursday
$fdate = strtotime($start_date . " +1 thursday");
echo date ( 'Y-m-d', $fdate );

Expected result:
----------------
2009-04-23


Actual result:
--------------
In PHP 5.2.6 will output:

2009-04-23

In PHP 5.2.8 and 5.2.9 will output:

2009-04-16
