The string '0:0:0:255.255.255.255' is not a valid IPv6 address. The
filter extension allows it.
Reproduce code:

var_dump(filter_var('0:0:0:255.255.255.255', FILTER_VALIDATE_IP,
FILTER_FLAG_IPV6));
Expected result:
----------------
bool(false)
Actual result:
--------------
string(21) "0:0:0:255.255.255.255"
