Bug description:  htmlspecialchars says, that ISO-8859-2 is not supported charset

I have also installed for testing this preversion and I am 
using ISO-8859-2 as my native encoding. But the 
htmlspecialchars function won't accept it and says, that 
it is unsoported and and will use iso-8859-1 instead.
