Sorry, but your problem does not imply a bug in PHP itself.  For a

you need to run ./buildconf inside the php4 directory, which will
create the configure script amongst other things.

I just downloaded the latest CVS (and the one before it) and when I
type "./configure" with any sort of args it responds "./configure:
Command not found."
