Bug description:  $_FILES[] array null

Description:
------------
I found that when I upload a file whose size is > to post_max_size and >
to upload_max_filesize then $_FILES[$var] array it fill be null, no fields
no nothing. If i set post_max_size > file size then  the array will have
data, also it will return the correct $_FILES[$var]['error'] value.

Reproduce code:

print_r($_FILES['archivo']);
?>

Expected result:
----------------
Array ( [name] =&gt; testfile.iso [type] =&gt; [tmp_name] =&gt; [error]
=&gt; 1 [size] =&gt; 0 ) 

Actual result:
--------------
nothing, null...
