Bug description: can't retive multipart/form-data
Description:

Im getttion a request from an external application which has
the content type of multipart/form-data.I used
@file_get_contents('php://input'); / $HTTP_RAW_POST_DATA
for getting the body content.But always it was empty when the content type
is multipart/form-data
Reproduce code:
